How Fire Safety
Compliance Works

Understanding the relationship between Fire Certificates, Fire Safety Organisations and the appointment of FSM and FSO for designated premises.

01 FIRE CERTIFICATE

Fire Certificate (FC)

Designated premises are required to obtain a Fire Certificate issued by the Director General in accordance with the prescribed fire safety requirements.

02 FIRE SAFETY ORGANISATION

Fire Safety Organisation (OKK)

A Fire Safety Organisation is established for designated premises, with the required Fire Safety Manager and Fire Safety Officers appointed in accordance with the prescribed requirements.

03 MINIMUM STRUCTURE

FSM & FSO Structure

For designated premises, the owner, occupier or person having overall management shall appoint one (1) FSM and at least three (3) FSO, subject to the required number of FSO for the premises.

Fire safety compliance involves the requirements applicable to designated premises, including the Fire Certificate and the establishment of the required Fire Safety Organisation.

Fire Safety Manager (FSM) and Fire Safety Officer (FSO) are key positions within the Fire Safety Organisation (OKK) for designated premises. Both roles must be certified by the Director General of the Fire and Rescue Department of Malaysia (JBPM).

FIRE SAFETY MANAGER

Fire Safety Manager

The Fire Safety Manager (FSM) is a person certified by the Director General of the Fire and Rescue Department of Malaysia.

KEY RESPONSIBILITIES
  • Prepare the Fire and Emergency Action Plan for the designated premises.
  • Conduct fire drills at the designated premises at least once a year.
  • Conduct fire safety and emergency-related courses or training for occupants of the designated premises at least once a year.
  • Supervise the maintenance of fire-fighting equipment and fire safety installations at the designated premises.
  • Provide fire safety or emergency guidance materials for occupants of the designated premises.

FIRE SAFETY OFFICER

Fire Safety Officer

The Fire Safety Officer (FSO) is a person certified by the Director General of the Fire and Rescue Department of Malaysia.

KEY RESPONSIBILITIES
  • Comply with the fire safety requirements contained in the Fire and Emergency Action Plan during a fire emergency.
  • Ensure all fire-fighting equipment, fire safety installations and the fire operations centre are maintained and kept in good working condition.
  • Conduct weekly inspections, or inspections as directed by the FSM, of fire-fighting equipment and fire safety installations.
  • Identify and eliminate any fire hazards found within the premises.
  • Assist the FSM in carrying out activities planned for fire safety and emergency preparedness at the designated premises.

For designated premises, the owner, occupier or person having overall management of the premises shall appoint one (1) FSM and at least three (3) FSO, subject to the required number of FSO for the premises.

ELIGIBILITY

ELIGIBILITY CRITERIA FOR FSM & FSO CERTIFICATION

The following requirements are prescribed for individuals applying for certification as a Fire Safety Manager (FSM) or Fire Safety Officer (FSO).

01 FIRE SAFETY MANAGER

FSM Eligibility

Applicants for Fire Safety Manager (FSM) certification must satisfy the requirements prescribed by the Director General.

  • 01

    A Malaysian citizen.

  • 02

    Hold at least a bachelor's degree in fire safety; or

  • 03

    Hold a bachelor's degree in engineering or any other field recognized by the Director General; or

  • 04

    Hold a diploma in fire safety, engineering or equivalent with at least five (5) years of experience; or

  • 05

    Hold a Malaysian Skills Diploma (DKM) or equivalent certificate in any field recognized by the Director General; or

  • 06

    Be a former Senior Fire Officer with at least seven (7) years of experience; and

  • 07

    Attend the prescribed FSM Level I Competency Course and pass the examination.

FSM LEVEL II

FSMs working in special-hazard premises, such as oil and gas refineries, chemical plants, hazardous processes or other premises determined by the Director General, are required to attend the FSM Level II Competency Course and pass the examination.

02 FIRE SAFETY OFFICER

FSO Eligibility

Applicants for Fire Safety Officer (FSO) certification must satisfy the requirements prescribed by the Director General.

    A Malaysian citizen; and

  • 02

    Hold a Malaysian Certificate of Education (SPM) and pass the examination, or hold an equivalent certificate recognized by the Director General; or

  • 03

    Be a former firefighter; and

  • 04

    Attend and pass the FSO Competency Course prescribed by the Director General.

COMPETENCY REQUIREMENT

Applicants must attend and successfully pass the prescribed FSO Competency Course before certification.

All certification applications are subject to the requirements and eligibility criteria prescribed by the Director General of the Fire and Rescue Department of Malaysia (JBPM).

PHASE 1

Training

Attend the prescribed competency training programme for Fire Safety Manager (FSM) or Fire Safety Officer (FSO) conducted by an approved training provider.

PHASE 2

Certification

Successfully complete the required training and assessment to fulfil the competency requirements for FSM or FSO certification.

03
PHASE 3

Maintain Competency

Certified FSM and FSO personnel are required to maintain their competency and fulfil the applicable continuing professional development requirements.

04
PHASE 4

Renewal

Maintain your FSM or FSO competency in accordance with the applicable requirements and renewal provisions.

Training, certification, competency maintenance and renewal are subject to the applicable requirements prescribed by the Fire and Rescue Department of Malaysia (JBPM).

AFTER CERTIFICATION

Certification is maintained through continuing professional development and timely renewal in accordance with the applicable requirements.

RENEWAL REMINDER

Plan Your Renewal Early

Renewal applications should be submitted 30 days before the certification expires.

CPD, refresher course and renewal requirements are subject to the applicable requirements prescribed by JBPM.
