How Fire Safety Compliance Works

Minimum Structure (FSM & FSO)

1. Fire Certificate (FC)

Designated premises are required to obtain a Fire Certificate issued by JBPM to demonstrate compliance with fire safety requirements.

2. Fire Safety Organisation (OKK)

To support compliance and emergency preparedness, organisations establish a Fire Safety Organisation (Organisasi Keselamatan Kebakaran).

3. Minimum Structure

A Fire Safety Organisation generally consists of at least one Fire Safety Manager (FSM) and three Fire Safety Officers (FSO).

While both roles support fire safety compliance, their qualifications, responsibilities and scope of duties are different.

  • Malaysian Citizen
  • Bachelor's Degree in Fire Safety
    OR
    Bachelor's Degree in Engineering or any other recognised field approved by the Director General
  • Diploma in Fire Safety / Engineering or equivalent qualification with a minimum of 5 years working experience
    OR
    Malaysian Skills Diploma (DKM) or equivalent qualification recognised by the Director General

Responsibilities

  • Develop Fire & Emergency Action Plans
  • Maintain fire safety documentation and records
  • Coordinate fire drills and preparedness activities
  • Lead fire safety compliance programmes
OPERATIONAL LEVEL

Fire Safety Officer

FSO

Qualification

  • Malaysian Citizen
  • SPM or equivalent qualification recognised by the Director General
    OR
    Former Fire & Rescue Department personnel
  • Attend and pass the approved FSO Competency Course prescribed by the Director General

Responsibilities

  • Follow Fire & Emergency Action Plans
  • Monitor fire safety equipment and installations
  • Conduct inspections and safety checks
  • Support emergency response and evacuation activities

KSAFE has successfully completed the facility and documentation inspection conducted on 22 May 2026. Preparations are currently focused on programme implementation, training materials and operational readiness for future FSM & FSO training delivery.
